State Representative Liz Lee of District 67A remarked,

“The Heights will be the largest modern-day investment in the East Side community — and the state should play a big role in it. This development presents an amazing opportunity to create affordable housing, living-wage jobs and a new live-work-play neighborhood on the East Side.”

Strategic Location and Development Goals

Situated on the 112-acre former Hillcrest Golf Course in northeast St. Paul, The Heights is set to transform the area with over 1,000 affordable housing units, 25 acres of parks and green spaces, and vital community amenities.

This development aims to address the acute affordable housing needs in Minnesota, as highlighted by the Minnesota Housing Partnership, which notes that most in-demand job wages fall short of covering home ownership or quality rental options.

Impact on the Community

The Heights will not only provide a range of housing options but also create 1,000 living-wage jobs, significantly impacting the local economy and community welfare. Housing Structure and Opportunities

The partnership of Sherman Associates and JO Companies will produce nearly 900 rental units, spanning affordable to market-rate options, including senior housing.

Additionally, Twin Cities Habitat for Humanity will contribute 147 units of affordable homes, promoting homeownership and financial stability.
